Do Children Under 16 Need an Ohio Fishing License?
No. Ohio’s age exemption covers persons under 16.
Ohio Revised Code Section 1533.32 provides that any person under age 16 may take or catch fish by angling without a fishing license.
The current ODNR regulations likewise state that persons under 16 years of age are not required to purchase a fishing license.
Public fishing waters
The statewide age exemption is not limited only to a family-owned pond. A child under 16 can fish without purchasing the standard Ohio fishing license.
Limits still apply
Youth anglers must follow daily limits, minimum sizes, seasons, protected-species rules and legal fishing methods.

A license exemption does not override park hours, access restrictions, posted rules, boating requirements or private-property permission.
What Happens When a Child Turns 16 in Ohio?
The wording of Ohio law is important: the exemption applies to a person under the age of sixteen.
Age 15
The person remains under 16 and can rely on the statewide youth age exemption.
On and after the 16th birthday

The current 2026–27 Ohio Fishing Regulations define the resident senior category as an Ohio resident who is 65 or older and was born on or after January 1, 1938.

What Is the Ohio Fishing License Age for Nonresidents?
The current ODNR category table states that the nonresident category is for all nonresidents age 16 and older at the time of purchase.

Nonresident senior

Why Does Ohio Sell a Youth Lifetime License If Kids Under 16 Fish Free?
This is an important distinction. A child under 16 does not need to buy a standard fishing license to fish now, but Ohio offers an optional resident youth lifetime fishing license.
Current youth lifetime price: $430.56
The 2026–27 fee schedule lists the resident youth lifetime license at $430.56 and specifies that it must be purchased before the 16th birthday.
The product is therefore a long-term purchase option, not a requirement for a child to fish before age 16.

Does a Parent Need a Fishing License When Taking a Child Fishing?
A child’s under-16 exemption belongs to the child. It does not automatically create a license exemption for every parent, grandparent or adult accompanying the child.
Adult only supervising
If the adult is merely accompanying or supervising the child and is not independently engaging in fishing, do not automatically assume the adult must buy a license solely because the child is fishing.
Adult actively fishing
If the adult is taking or attempting to take fish and does not qualify for another exemption, the adult should have the license required for that adult’s own activity.
Other Ohio Fishing License Exemptions
An angler age 16 or older may still qualify for a different statutory exemption. These rules can contain narrow conditions, so verify the exact official language.
Qualifying private waters
Certain privately owned ponds, lakes or reservoirs from which fish do not ordinarily migrate can qualify for an exemption.
Landowner provisions
Ohio law includes exemptions involving qualifying owners, immediate family and certain tenants on specified waters.
Military leave
The current rules include an exemption for members of the U.S. Armed Forces on active duty while on leave or furlough.
