Your West Virginia License May Work—but the River Location Determines Which Rules Apply
West Virginia residents do not always need to purchase a separate Ohio fishing license before fishing the shared Ohio River border. A valid West Virginia resident fishing license is accepted within the Eastern Unit’s reciprocal area.
The difficult part is not simply choosing a license. Visitors must determine whether they are fishing the river’s main stem, the Ohio bank, the West Virginia bank, an embayment or a tributary beyond the reciprocal landmark.

Do West Virginia Visitors Need an Ohio Fishing License on the Ohio River?
A West Virginia resident who holds a valid West Virginia resident fishing license generally does not need to purchase a second Ohio license when fishing within the Ohio–West Virginia reciprocal Eastern Unit.
The reciprocal privilege covers the Ohio River’s main stem, either bank and qualifying embayments or tributary portions up to their listed landmark boundaries.
The agreement is limited to residents of Ohio and West Virginia. A person who lives in another state but purchased a West Virginia nonresident license is not covered by this resident reciprocity.
Your fishing license does not determine every regulation. West Virginia rules apply on the Ohio River’s main stem, from the West Virginia bank and in West Virginia embayments. Ohio rules apply from the Ohio bank and within Ohio embayments or tributaries.
Once an angler travels beyond a listed reciprocal tributary landmark, the reciprocal privilege ends. A West Virginia visitor continuing upstream on the Ohio side will normally need an Ohio nonresident license.

The Reciprocal License Boundary Is Not Always the Same as the Unified Fish-Rule Boundary
How far the WV resident license is accepted
The reciprocal chart can extend the accepted license privilege to a listed bridge, dam, confluence or other landmark inside an Ohio or West Virginia tributary.
Some listed license boundaries extend several miles upstream.
Where the shared species limits apply
The current Ohio booklet states that the listed unified Ohio–West Virginia species regulations apply on the river and within one-quarter mile of the river in embayments and tributaries to the first riffle or dam.
Beyond that shared-rule area, the applicable state’s normal regulation may control even though the resident license remains accepted to a farther landmark.
