Reciprocity follows the boat
An Ohio or Pennsylvania fishing license is valid throughout the lake when the angler remains in the boat.
Ohio shore
Standing, wading or fishing from an Ohio bank requires the appropriate Ohio license for most anglers age 16 or older.
Pennsylvania shore
Standing, wading or fishing from a Pennsylvania bank requires the appropriate Pennsylvania license.
Launching is a separate question

The 20-fish limit applies to crappies as a group. Do not keep 20 black crappies plus 20 white crappies.
